Edward G. ParroneEd Parrone brings 47 years of experience and senior leadership to the firm, while overseeing the design and implementation of all major projects. Over the course of his career, Ed has designed everything from roadways to college campuses to senior living facilities.

Ed is a past vice president of the American Council of Engineering Companies and former national director and past president of the New York Association of Consulting Engineers. He has also served as chairman of the Architectural Review Board for East Rochester and as president of the East Rochester Rotary Club.

Ed holds a Bachelor of Science degree in Civil Engineering from Marquette University. He is a Licensed Professional Engineer in the State of New York, the State of Ohio, the State of New Jersey, the State of Vermont, and the Commonwealth of Pennsylvania. In addition, he was the 2007 recipient of the Civil Engineer of the Year Award from the Rochester Section of the American Society of Civil Engineers. Ed has also written numerous industry-related articles, most recently Engineering An Athletic Field: Tools For A Winning Design for the July 2008 issue of American School And University magazine.



David S. Staerr, P.L.S.
Vice President, Land Surveying

David StaerrAs the person in charge of all surveying activities, David has worked closely with the design team for 34 years to make sure that assignments are carried out effectively and efficiently.

David has prepared boundary and topographic survey maps for a variety of projects, including roadway design and manufacturing facilities. He develops and tracks budgets, reviews computations, and regularly conducts quality assurance meetings with the surveying staff to ensure the quality of each project.

David earned an Applied Science Associate’s degree in Surveying Engineering Technology from Alfred State University. He is a past president of the Genesee Valley Land Surveyors Association and a member of the New York State Association of Professional Land Surveyors.





Gary R. Smith

Project Manager

Gary is our Project Manager whose areas of design expertise include health care facilities, municipalities, educational and commercial buildings, and residential projects. His 39 years of experience provides clients with high quality designs that are economical yet efficient. Along with designing projects, Gary oversees the preparation of construction documents and technical specifications for site improvements and coordinates efforts with sub-consultants. His notable projects include the Performing Arts Center at Nazareth College of Rochester, the Bio-medical Engineering and Optics Building at the University of Rochester, and the Renovation Project at Irondequoit Country Club.

Gary holds a Bachelor of Arts Degree in Environmental Design from SUNY Buffalo, Associates Degrees in Engineering Science and Civil Engineering Technology from Erie Community College, and has completed Civil Engineering courses at SUNY Buffalo and Mechanical Engineering courses at Rochester Institute of Technology. He is a member of the American Concrete Institute and the American Public Works Association.


Paul V. Parrone
Construction Manager

Paul brings 36 years of experience to his position as Construction Manager, where he performs on-site observation of work progress, attends field meetings, and reviews shop drawings. As a result of working on detailed projects for various clients, including colleges/universities, municipalities, and health care institutions, Paul has a broad range of skills and knowledge that he applies to every job to ensure that projects are constructed according to their design.

Paul holds a Bachelor of Science Degree in Architecture from Lawrence University of Technology in Detroit and has completed Civil Engineering courses at Syracuse University. In addition, he is a Certified Professional in Erosion and Sediment Control. Paul is a member of the American Society of Certified Technicians, Soil and Water Conservation Society, International Erosion Control Association, and the National Institute for Certification in Engineering Technologies (NICET II).




Heinrich W. Fischer, R.L.A.
Registered Landscape Architect

Heinrich W. FisherHeinrich brings 52 years of experience to his position as Landscape Architect. His responsibilities include the technical aspects of site design and planning for landscape features, plant specifications, and client consultation. He also prepares concept designs, coordinates the Auto CAD drawing plans and details, prepares cost estimates and specifications, and provides schedules for planting.

Heinrich is an expert landscape architect who has repeatedly been recognized for his planting, landscape development planning, and low voltage ("Green") landscape/architectural lighting design throughout Western New York. He has received several design awards from the New York State Nursery and Landscape Association and its regional associations for residential and environmental projects Most recently, he received the prestigious 2009 New York State Environmental Beautification Award from the Association in the category of Night Lighting, Unlimited.

Heinrich earned a Bachelor of Science Degree in Landscape Architecture from Michigan State University and is a licensed architect in the State of New York. He is a member of the American Society of Landscape Architects, past president of both the New York State Nurserymen’s Association and Low Voltage Lighting Institute of the Americas, and was a Hall of Fame Inductee in 1992.
